Could be that the lower priced houses favored by Bay Area "investors" (fools) are not renting out so they are being dumped on the market.

This is weird. The slopes of the lines are almost equal which means that those with the largest gains are not necessarily seeing the largest losses. For example, Kern had the largest YoY increase in Dec 05 and it's still positive.
